The real problem with torture isn't the moral implications. It's that information acquired through it isn't always reliable. When someone breaks they might start telling you whatever they think you want to hear regardless of its truthfulness, just to make the pain stop. Either way, they probably go with this method because everything is sort of time sensitive and they can't exactly wait months for more psychological interrogation tactics to bear fruit.

@Skepticium I get where you're coming from from a moral integrity perspective. It is a bad thing from that standpoint.
Still going forward in this manga it's best to keep on mind the 4 I's of the ruling class. Inconvenient Integrity is Irrelevant. Besides the Disas are Interdimensional War Criminals who were going to destroy the world and had even cruelest methods. I'm willing to bet they're specifically excluded from the Geneva convention. And Mercy for monsters is always a mistake. About the magical girls...
